Students agitate for justice against fake encounter

Students spearheaded by the Kangleipak Students’ Organisation today protested at the gate of Raj Bhavan demanding to take up urgent action for taking necessary steps to deliver justice to all the fake encounter or extra judicial killing cases in Manipur and submitted a memorandum to Dr. Najma A. Heptulla.

The two paged memorandum drew the attention of the governor by laying four points in the memorandum which stated that the right after the imposition of the Armed Forces Special Powers Act, 1958 the issue of fake encounter or extra judicial killing cases in the state has been witnessed in an unimaginable scale with clear violation of the basic fundamental rights of the citizens as enshrined in the constitution of India under Article 21 which is the right to life in the name of counter insurgency movement by the state and central paramilitary forces including the army.

Till now, the Apex Court of the country has accepted to be registered petition of 1528 cases of extra judicial killings which happened in Manipur till now since 1980 if which prosecution has already begun in 26 cases where the apex court has initially proclaimed as genuine fake encounter cases.

The state government has been trying to institutionalise extra judicial/fake encounter killings as we can see that the state government is hesitant to give prosecution sanction. The conviction rate of all extra judicial killing cases in the state is almost nil, added the memorandum.

It said all the enquiries initiated or constituted by the state government in regard to all extra judicial killing cases including the infamous case of Thangjam Manorama Devi, Rabina-Sanjit broad daylight killings etc., have been dumped by the government inspite of the charge sheet by the CBI in the second case.

The students through the memorandum urged the governor Heptulla to take up necessary steps to look into the matter seriously and facilitate everything within her disposal to bring justice to the victims and their families.
