The state government today signed memorandum of understanding with the JAC against Anti-Tribal Bills (JACAATB) Churachandpur in presence of undersecretary of ministry of home affairs at Churachandpur.
The MoU was signed by chief secretary O. Nabakishore on behalf of the state government in the presence of A.N. Jha undersecretary of the ministry of home affairs, government of India.
The JACAATB was represented by its chief convener H. Mangchinkhup, B. Dongzalian Simte, president of Simte Tribe Council, Vanlalrinliana, president of Mizo People Convention, Manipur, Chinlunthang, president, United Zou organisation, T. Khailianthang, president of Young Paite Association and H Pau Za Cin, president Tedem Chin Union.
The points of memorandum mentioned that as the president of India withheld the Protection of Manipur Peoples Bill, 2015. In respect of the other two bills—“The Manipur land Revenue and Land Reforms (7th Amendment) Bill, 2015 and Manipur Shops and Establishments (2nd Amendment) Bill, 2015 are pending with the government of India d any new bill which affects the interest of indigenous tribal people, the state government will follow due procedure as laid down in the constitution of India and relevant rules in consultation with the stake holders.
The state government acknowledge the demands of the JAC regarding the administration of the indigenous tribal people of Manipur, and shall extend all possible help and cooperation in the tripartite talk with the SoO groups where various other issues and interests of indigenous tribal people of Manipur will be protected.
The MoU also included provision of ex-gratia of Rs. 5 lakh and permanent employment to the next kin of the nine deceased persons; provision of compensation of Rs. 50,000 to 48 injured persons; employment to eight disabled in the incident along with compensation of Rs 2 lakh each on or before May 25.
The state government will provide financial assistance for establishment of Memorial park at Lamka and a memorial Hall at Singhat.
The state acknowledges the demand for creation of new districts by the JAC for administrative convenience and better delivery of services to the people. The Matter will be considered by the state cabinet on submission of report by District Boundary Commission.
The state government shall ensure proper investigation on the incident of police firing and subsequent death of civilians and take up as par law.
The MoU also brought an agreement to perform burial of eight dead bodies by the JAC on or before May 26.
Nine people were killed in 2015 fifteen incident while people were agitating against the bill introduced by the Ibobi government the same year to protect the indigenous people of Manipur while there were demands of introduction of an inner line permit system in the state.
Of those who sacrificed one was taken by the family and buried last year.
