WILL TAKE STERN ACTION AGAINST BUILDERS OF NEW THOUBAL MUNICIPAL COUNCIL BUILDING: SHYAMKUMAR

MAHUD Minister Shri Thounaojam Shyamkumar today said stern action will be taken up against contractors, sanction authority and engineers involved in the construction of the new building of the Thoubal Municipal Council office.

He made the statement after inspecting the new building located inside the Thoubal Municipal Council office. The Minister said the new building has partially caved in, cracks are visible on the walls and the building is currently tilted due to damage on the retaining walls.

MAHUD Minister appealed to the Councillors of the Thoubal Municipal Council to be vigilant and strictly follow the system while issuing licence to the vendors to avoid problems of issuing double license. Stating that the Imphal Municipal Council has already initiated work to keep the marketplaces in Imphal neat and clean, Shyamkumar instructed the Thoubal Municipal Council to begin the process to keep the market areas neat and clean.

After inspecting the building, Minister Shri Th. Shyamkumar, MAHUD Director Shri N. Gitkumar along with department officials had a meeting with the Councillors of the Thoubal Municipal Council. Th. Shyamo, Chairman, Thoubal Municipal Council presented an 11 points charter of demands.

MAHUD Minister gave assurance to the demand to provide Tata 407 vehicle (3 Numbers) to be utilised for the purpose of the solid waste collection. Regarding the purchase of De-silting machine, Shyamkumar said, the State has only one machine at present. He said, the State Government will try to purchase more such machines so that it can be used in rotation when required.

He also gave assurance to include in the programme, the proposal of bore pile retaining wall in front of Thoubal Municipal Council, Thoubal (150 meters) and Thoubal Bridge to Sekpi Khongnangkhong (270 meters). Regarding demand for conversion of Manipur Municipal staffs to the Manipur State Service, Shyamkumar said the State Government will look into the feasibility of the matter and asked the staffs to take reference from other states.

The Minister gave approval to the demand for reservation of the State Land opposite to Thoubal Melaground, Thoubal Achouba (total area of 1.6025 hectares) to Thoubal Municipal Council to solve the overcrowding issue at the Bazar.

Speaking on the proposal for the construction of community toilet (8 Numbers) within Municipal area, Minister asked the Thoubal Municipal Council to bear 60 percent of the total expenditure cost and assured 40 percent from the MAHUD. Shyamkumar said, he will also see whether more funds can be allotted for the said construction.

Regarding the proposal to repair Thoubal Main Bazar as well as electrification with wall painting (white wash), Minister Shyamkumar said he will consult with the concerned officials and asked Thoubal Municipal Council to bear a part of the expenses, assuring that the State Government will also give some contributions.

Minister Shyamkumar said that there is a plan to construct night shelters at RIMS, Thoubal, Bishnupur, Andro and Kakching. He gave approval to the proposal for the construction of night shelter in Thoubal. The Minister asked the Council to send a proposal for construction of night shelter at Thoubal District Hospital stating that, night shelters are important and gave assurance that the State Government will support any initiatives which is for the welfare of the people.

The charter of demands also included approval for changing the work site from Sekpi Khongnangkhong to the campus of Municipal Shopping Complex near District Agriculture Office, Thoubal under SUSV of NULM, proposal for sanction for construction of Municipal Office building (4 Rooms) and confirmation for appointment of staffs of Capacity Building at Manipur Municipalities.
