GOVT COMMITTED TO SAFEGUARD INDIGENOUS PEOPLE OF MANIPUR: CM

On the Day 8 of the ongoing Budget Session of the 11th Manipur State Legislative Assembly Session, Chief Minister Shri N. Biren Singh said the Government is taking proper steps to safeguard the indigenous people of the State. In his appeal to the agitating students demanding ILPS (Inner Line Permit System) in Manipur, N. Biren Singh said that, the students are welcomed for talks.

Replying to a starred question raised by Opposition MLA Shri R.K. Imo Singh whether Government has adequate plan/policy to curb illegal migrants entering into the State, the Chief Minister said, a Check Post will be soon established at Churachandpur along with the three Foreigners’ Check Post at Imphal Airport, Mao and Jiribam functioning since January 5, 2017. He also said the Foreigners’ Check Post to check the inbound foreigners was re-designated as Immigration Check Post, Moreh on November, 2014.

He also said vigilance needs to be strengthened to check the influx of illegal migrants coming from road and air routes. He also informed the House that, JIribam MLA has already sent a proposal to open Immigration gates at Jiribam. The border fencing along Myanmar border at Gopijang Village in Chandel district is yet to be completed.

Opposition MLA Shri K. Meghachandra Singh asked the Government on the present status of the three bills passed earlier in the State Assembly in connection with ILPS in Manipur. Replying at the floor of the House N. Biren Singh said that, “The Protection of Manipur People Bill No. 16 of 2015” was withheld by the President of India and “The Manipur Land Revenue and Land Reforms (Seventh Ammendment Bill No. 17 of 2015)” and “The Manipur Shops and Establishment (Second Ammendment Bill No. 18 of 2015)” are still pending with the Central Government. He said to introduce a new Bill, consultations will be held with the stakeholders from the hills and the valley areas.

Opposition MLA Shri D. Korunthang raised the question whether the Integrated Check Post (ICP) which was earlier slated to be inaugurated in the month of March is ready for inauguration, The Chief Minister replied that 75% of the work is completed. He said the delay is due to bandh, blockade, landslides and lack of favourable atmosphere for the workers.

Biren Singh said his Government is concerned and serious to tackle the rise in crime against women and children. Opposition MLA Shri K. Ranjit Singh raised the question whether the Government is taking any steps to stop the crime. The Chief Minister replied that, till July 2017, FIRs for 147 cases have been registered. Stating that Fast Track Court has been established in the State to fasten the justice delivery system, he opined that strengthening of Police department including induction of more women personnel, strengthening of CID and encouraging Community Policing by involving the locals. He also informed the House that, five homicide cases have been registered and charge sheet will be framed after investigation.

Health Minister Shri L. Jayentakumar Singh said the State government at present does not have a Health Insurance Policy for BPL families. He said his department is studying the health insurance policy models implemented at Tamil Nadu, Mizoram and Uttrakhand.

Opposition MLA Shri R.K. Imo raised the question whether the government is undertaking regular vehicular emission tests to issue “Pollution Under Control” (PUC) certificates. Replying at the floor of the House, Chief Minister who also holds the Transport portfolio said that, there are two centres namely DTO/IE (ISBT, Duelaland) and DTO/IW (erstwhile MST complex, Moirangkhom). He also stated that he will look into the suggestion whether opening of test centres at petrol pumps is feasible. He also informed the House that, to curb pollution five dealers have been given permission to supply e-rickshaw.

During the Zero Hour, BJP MLA Shri TT Haokip drew the attention of the House over the lack of medical facilities and doctors in Henglep in view of the cuurent epidemic scare in the area.

Opposition Leader Shri Okram Ibobi Singh initiating the discussion and voting on Demands for Grants said that, the Plan size of the State Budget needs to be enhanced. He also suggested shifting of New Capital City and construction of an underground metro connecting Imphal Airport and Keishampat to ease the traffic congestion. He also suggested further extension of railway line from Imphal to Moreh and to extend the Silchar-Yurembam power line to Yurembam-Thoubal. He suggested the Government to keep the momentum with regard to low Infant Mortality Rate and said a new target must be set to bring down the Infant Mortality Rate to 5. Shri Okram Ibobi Singh was hopeful that GST (Goods and Services Tax) will improve the financial health of the State.
