House passes five demands for grants amounting to Rs. 7,802,563,000

Imphal, February 7, 2018 (DIPR): The State Assembly today passed five Demands for Grants amounting to Rs 7,802,563,000. The Demands for Grants include Demand no. 1 (State Legislature) Rs 81,48,99,000,  Demand no. 2 (Council of Ministers) Rs 6,84,14,000, Demand no. 3 (Secretariat) Rs 101,56,78,000, Demand no. 12 (Municipal Administration, Housing and Urban Development) Rs 539,39,07,000, Demand no. 27 (Election) Rs 50,96,65,000.

Opposition MLAs’ Shri K. Meghachandra and Md. Abdul Nasir made their observations while participating in the discussion of the demands. Chief Minister Shri N. Biren Singh gave his clarification on the observations saying that priority will be given to all elected MLA’s while staying at the Manipur Bhavans.  Five vehicles will be procured for better conveyance service particularly for Manipur Bhavan Delhi, leader of the House assured. The government has initiated to provide Manipuri local dishes in all Manipur Bhavans. Maximum shortages of Manipur Bhavans- Delhi, Kolkata and Guwahati in terms of infrastructure and man-power will be filled-up at the earliest. Manipur Bhavan, Guwahati will also be made functional within March, 2018.

QUESTIONS AND ANSWERS

Replying to a question about the resumption of flight services between Imphal and Silchar raised by MLA Dr. Chaltonlien Amo, the Chief Minister said that government has sent a proposal to Civil Aviation Ministry to resume flight services. And Chief Minister also stated that 65% of the work has been completed for the Integrated Tourist Destination at Sipuikpon Village, Tipaimukh sub-division.

Social Welfare Minister Nemcha Kipgen said that widows of the state are given assistance under “Financial Assistance to Poor and Needy Widow” which is funded by the State Govt. This was said by the Minister while replying to a question raised by MLA Md. Abdul Nasir inquiring about the welfare schemes for widows. The Minister further stated that Rs. 30.00 lakhs were allocated for 2017-18 and no fund has been released by the Central Govt. under Indira Gandhi National Widow Pension Scheme for January 2015 till date. On another question jointly raised by MLA Md. Fajur Rahim and MLA Shri O. Henry, Minister Nemcha Kipgen replied that there is still no plan to increase the honorarium for Anganwadi workers of the state.

On a question raised by MLA Shri Surjakumar Okram regarding the volume and value of crop losses due to the recent floods in the state, the Agriculture Minister Shri Hangkhanlian replied that about 79,159 Ha were affected during 2017 and the approximate value of crop losses was Rs. 1265.39 lakhs.

Later, the house unanimously passed the Manipur Appropriation (No. 1) Bill, 2018 which was moved by Deputy Chief Minister (in-charge of Finance) Shri Y. Joykumar Singh.
