4 demands for grants amounting to Rs. 20,23,51,27,000 passed by house

Imphal, February 22, 2018 (DIPR): During day 13 of the ongoing 4th session of 11th Manipur Legislative Assembly yesterday, Education Minister Shri Th Radheshyam during the discussion on Demands for Grants said that there are plans for amalgamation of schools with the participation of the Deputy Commissioners and ZEOs as members.

Out of total 2,920 schools, 2,335 are Government and 585 are Government-aided. There is requirement of more than 5000 teachers to fill up the shortage of manpower. Stating that the hills are the most affected areas, the Minister said that they have completed surveys and are planning to recruit staff teachers on contract basis.

The Minister was replying to two policy cut motions and four observations from MLA Th. Lokeshwar, MLA Md. Abdul Nasir, MLA Kh. Joykishan, MLA Md. Fajur Rahim, MLA R.K. Imo Singh and MLA Alfred Kanngam Arthur.

Replying to policy cut motion raised by MLA Kh. Joykishan regarding irregularities in the appointment of the Principal of Pravabati College, the Education Minister said that there is a nominee in the governing body. Regarding the infrastructure condition of the Government schools, the Minister assured the House that with funds from NEC donor, MOMA, CSR and Airport Authority of India, the Government will be constructing toilets for the schools.

Replying to policy cut motion raised by MLA R.K. Imo regarding lack of proper policy in transfer & posting of the teaching and non-teaching staff in the Government schools, Shri Th. Radheshyam assured that the Government has already drafted a transfer policy and will find solutions to address the problem of amalgamation, utilization recruitment and other possible measures.

MLA Shri S Subhaschandra gave observation and drew the attention of Rural Development and Panchayati Raj Minister Shri Th. Bishwajit on the need to properly establish Panchayat Ghar at Manipur for smooth functioning of Panchayat proceedings and meetings.

IFCD Minister Shri Letpao Haokip assured the House that Hon’ble Prime Minister Shri Narendra Modi will launch the Dolaithabi Barrage next month. He was replying to policy cut motion raised by MLA Shri Kh. Lokeshwar regarding the delay in inauguration of Dolaithabi and Thoubal Multipurpose projects.

Four Demands for Grants were passed by the House yesterday amounting to Rs. 20,23,51,27,000/-. The Demands for Grants include demand no. 10- (Education) Rs. 1435,77,25,000/-, demand no.17- (Agriculture) Rs. 260,54,32,000/-, demand no.38- (Panchayat) Rs. 95,68,97,000/- and demand no.40-(Water Resources) Rs. 231,50,73,000.
