Ithai barrage will not create problem during monsoon: Biren

Imphal February. 22, 2018 (DIPR): On Day 14 of the ongoing 4th Session of 11th Manipur Legislative Assembly, Leader of the House, Chief Minister Shri N. Biren Singh informed the House that a Joint Committee has been formed which will look into the opening of the Ithai Barrage gate.

Replying to a question raised by MLA Shri K. Ranjit Singh, Water Resources Minister Shri Letpao Haokip informed the House that the State has no purview over the Ithai Barrage as it is functioning under National Hydroelectric Power Corporation (NHPC). Stating that the State is not competent to remove the barrage, he said the department can consider regarding the desilting process.

Supplementing to the Water Resources Minister, Leader of the House, Chief Minister Shri N. Biren Singh said he took up the matter along with the Hon’ble Governor of the State and a meeting was also held with the Union Minister Shri RK Singh. He informed the House that a Joint Committee, including officials of the State, will monitor and timely consult regarding management and supervision of the gate. He assured the House that the barrage will not create any problem during the monsoon season.

Minister Shri Letpao Haokip informed the House that the total amount for Utilization Certificate (UC) submitted to the Ministry of Water Resources, Government of India under AIBP during the current financial year for the Thoubal Multipurpose Project is Rs 39.934 crore and Rs 14.55 crore for the Dolaithabi Barrage project. The amount released by the State Finance Department during 2017-2018 and received by the Project Authority for the Thoubal Multipurpose Project is Rs 39.934 crore out of which Central assistance is Rs 25.634 crore and State share is Rs 14.300 crore.

Total amount released for the Dolaithabi Barrage project is Rs 14.55 crore out of which Central assistance is Rs 12.11 crore and Rs 2.44 crore for the State share. Required amount for 100 percent completion of the projects which are yet to be released by the concerned Ministry or other funding agencies are Rs 111.073 crore as Central assistance for the Thoubal Multipurpose Project. For Dolaithabi Barrage project is Rs 13.81 crore as Central assistance and Rs 73.56 crore from the NABARD LTIF as State share. He was replying to a question raised by MLA Shri Kh. Joykisan Singh.

Stating that the Chingkhei Ching water treatment plant will be inaugurated in December this year, Water Resources Minister Shri Letpao Haokip informed the House that the Thoubal Dam will supply raw water to Chingkhei Ching water treatment plant. He informed the House that 10 MGD/45MLD per day raw water will be supplied from Thoubal Dam to Chingkhei Ching water treatment plant. He said PHED will look after supply of water in the valley areas. Labour and Employment Minister Shri Th. Radheshyam informed the House that under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), 6,070 job roll wise targets have already been assigned to the first batch of 7 training providers. Trainings will commence immediately upon the completion of all formalities with National Skill Development Corporation (NSDC) and the Sector Skill Councils (SSCs). He said the total budget provision is Rs 50 crore out which Centre has released Rs 25 crore for the flagship scheme PMKVY. He said the State is targeting to provide trainings to 32,000 trainees by 2020. He was replying to a question raised by MLA Shri Surjakumar Okram.

During the zero hour MLA Shri N. Loken Singh drew the attention of the House over the assault of a CAF&PD inspector at Bishnupur as published in local daily. He demanded the Leader of the House to take action against the assaulters. Supplementing to MLA Shri N. Loken Singh, MLA Shri Kh. Joykisan Singh drew the attention of CAF&PD Minister Shri Karam Shyam to take immediate action to avoid untoward incident as the department staffs are ready to intensify the agitation.

MLA RK Imo Singh drew the attention of MAHUD Minister Shri Th. Shyamkumar over the lack of toilet facility for the police personnel, especially the women personnel, deployed near the Assembly complex. Stating that the problems were highlighted in the social media, he appealed to the Minister to take necessary action.

MLA Shri Okram Henry drew the attention of the House over the cutting of trees for the Lamlong-Ukhrul road expansion. He appealed the department concerned to conserve the trees which are not affecting in the road expansion and in repairing of river banks.

Chief Minister Shri N. Biren Singh informed the House that the Government is investigating on the agitation by the localities of Marangching, Tamenglong over the payment of compensation to the villagers for the ongoing Jiribam-Tupul-Imphal railway project. Stating that the final verdict will be announced on 27th February, 2018, Chief Minister said it will be improper to comment on the matter as the investigation is going on. He was replying to calling attention motion tabled by MLA Shri Kh. Joykisan Singh.
