Disability certificate issuance boards constituted

Pothashang News Service: Imphal, March 2nd 2018: State has constituted boards to simpify issuance of disability certificates to the persons with disabilities at state, district and block levels.

The medical and health services director is the chairman with three doctors and one specialist in the particular field for assessing disability at the state level. The Board will be at the medical directorate, Lamphelpat.

In all the 16 districts the chairmen of the district level boards will be the chief medical officer. And three members comprising of a specialist doctor in the field will look into the matter from the office of the chief medical officers in all districts.

Block level board will be functioning from the community health centres. It comprises of the medical officer in-charge of the CHC concerned with three member doctors including a specialist in the field for assessing disability.

An order issued by the joint secretary (health and family welfare) states that the concerned chairman of the boards will requisition the required number of specialist doctors from the health institutions located in the district headquarters under the health and family welfare department and Jawaharlal Institute of Medical Sciences.

The order states that persons with disabilities will have to submit their applications in prescribed forms only to the concerned medical boards in their respective districts or blocks for certificate.

All the medical boards will have its sittings for one day every month to assess disability and resolve or only when adequate numbers of applications for disability certificates are received or when necessary arises to conduct outreach camps. And when controversy arises cases can be referred to the state medical board but will not entertain direct applications unless referred by district level and block level blocks, added the order.
