State will avail coal quota from this current year: Ranjan

Imphal, the 7th March, 2018 (DIPR): CAF & PD (Consumer Affairs Food and Public Distribution) Department has decided to avail the Coal quota for Manipur from this current year which was not lifted earlier. Coal India Limited has allocated 7, 00,000 MT (Seven Lakhs MT). This will definitely give a boost to the local entrepreneurs’ and small industrial units that rely on firewood and bootlegged Coal, said Director CAF & PD Shri Ranjan Yumnam today in the ongoing series of press conference, organised by DIPR at its office at Moirangkhom Imphal.

Under new Coal distribution policy the distribution of Coal to units in small and medium sector whose requirement is unto 4200 MTs per annum is to be done through an agency nominated by the State Government and in respect of Manipur, CAF & PD  Department is the State Nominated Agency (SNA). Being SNA, CAF & PD is to facilitate Industrial Units to procure coal from Coal India Limited (CIL). The actual freight charge is to be borne by the consumers/Industrial Units.

Shri Ranjan Yumnam further stated that as State Nominated Agency, for lifting coal

CAF & PD need to enter into Fuel supply Agreement with each coal company. The Fuel Supply Agreement (FSA) is based on firm commitment and compensation for default in performance on either side. So far the Department concluded such FSA with NEC, Coal India Limited, Mergherita only for lifting 10,000 MT (Ten Thousand MT) of coal for the current financial year.

As on date CAF & PD have successfully mobilised demand and delivered about 500 MTs of coal to few brick kilns of the State. There are about 98 (ninety eight) brick kilns in the State. Shifting from wood fuel to coal will substantially reduce dependency on firewood and which will curb deforestation to a good degree. Complex of Eastern Construction, Pvt. Ltd. at Waiton has been temporarily identified as site for coal in transit.

The Director (CAF & PD) told that the Department undertakes mainly on three activities like implementation of Targeted Public Distribution System (TPDS) of food grains with a view to maintain equitable distribution and availability of food grains and kerosene at fair and subsidized rate at the Fair Price Shops (FPS); to regulate the sale of petroleum products, LPG and SK Oil, control adulteration of POL products by the Anti-Adulteration Cell of the Department and to protect the interest of consumer by the State Consumer Disputes Redressal Commission and District Fora for the Redressal of consumer disputes under the Consumer Protection Act, 1986.

In today’s press conference, Assistant Director CAF & PD Shri Nabakanta and OSD of the Department Shri R.K. Binoy attended and interacted with the media personnel both from print and electronic media.

It may be mentioned that the ongoing series of press conference was started on 24th February 2018 with the objective to highlight the Departmental activities and achievement of the Government of Manipur.
