8 years old student whipped, hospitalised
Pothashang News Service: Imphal, April, 2018: An eight year old boy studying in class I at Bethel Upper Primary School, Churachandpur has been hospitalised at the district hospital as a substitute teacher gave him physical punishment for not bringing text books.
Demnang assaulted the boy on April 26 at the school. He was not an appointed teacher but a substitute of his mother L. Chingkholam Haokip, posted at the school.
Demnang went to the school in place of his mother who was said to be sick.
The education department suspended Chingkholam following an order issued on April 27.
The Manipur Commission for Protection of Child Rights (MCPCR) has also taken up a suo motto case into the incident.
A statement issued by MCPCR strongly condemned the act towards the child and said the very illegal act of engagement of substitute without prior permission of higher authority warranted appropriate intervention. The commission also directed the concerned Zonal education officer to submit a detailed action report on the said incident.
The MCPCR terms the incident is an stark violation of section 16 (prohibition of physical and mental harassment to child) of “Right of Children to Free and Compulsory (RTE) Act, 2009” and also an instance of committing cruelty to child as defined in the section 75 of The Juvenile Justice (care and Protection of Children) Act, 2015.
MCPCR said that being the monitoring agency of Child Right’s to education as per section 31 of “Right of Children” to free and compulsory education (RTE) Act, 2000 is taking serious note of violation of provisions of the Act.
