Joint administrative council opposes pay scale agreement

Pothashang News Service: Imphal, June 12, 2018: Joint administrative council of All Manipur Trade Unions’ Council and All Manipur Government Employees Organisation has opposed the agreement inked between the government and three employee groups which are Manipur Secretariat Service Association (MSSA), Manipur Government Service Federation (MGSF) and Manipur State Pensioners’ Union (MSPU) over the central pay scale.

A memorandum of understanding was signed on Friday. Manipur government agreed to extend the 7th Pay Commission benefits to the employees and pensioners of the government with the Fitment Factors (FF) of 2.57 notionally with effect from January 1, 2016 and actually with effect from April 1, 2019.

The joint administrative council says the agreement was signed to divide among the employees. It complains that the chief minister invited its members for talks while the state fails to withdraw the arrest warrant issued against its members. In the midst the agreement was signed, it complains.

It demanded that the 7th Pay scale should be benefitted to the employees with effect from January 1, 2016.

The joint administrative council complaints that the fitment factor (FF) mentioned in the memorandum of understanding is for third class citizens. The FF for the first class citizen is 3.68, for second class citizen is class 3.00 and for third class citizen is 2.57.

“For other states it has been agreed at FF 3.68 and why FF 2.57 for citizens in Manipur, he asked,” said L. Biken, secretary general of the joint administrative council.

Prime Minister, Narendra Modi had announced “one India, one tax”. If the country has “one tax, one India” then our state is making fool of the employees. Centre had sanctioned Rs. 3500 crores under 14th finance commission. However government says the state has shortage of finance to provide the new central pay. Where the sanctioned amount under 14th finance commission has gone, Biken asked.

MSSA, MGSF and MSPU had announced that they have suspended their cease work strike saying that the government had agreed to offer the central pay scale.

The employees under the umbrella of the joint administrative council continue cease work while the employees covered by the three organisations had resumed their service after the agreement was signed.

But this is not all true for the employees under the Manipur Secretariat Service Association. While some were seen resuming their service at the office, majority of them abstained from resuming duty. The abstainers held a meeting against the agreement signed.

Biken asks the three bodies’ leaders, “How much money you were paid by the government when you signed the agreement?”

Continuing the strike employees of youth affair, Imphal West DC office and sports and forest departments staged sit-in at its department premises.

Signing memorandum of understanding with some department keeping aside 105 departments cannot be the solution to the demand for 7th central pay scale, Biken said.

All Manipur Government Drivers and Technician Association has asked the drivers under MSSA, MGSF if they are satisfied with the agreement signed with chief minister.

The technical staffs of employees of electricity department will join the on-going cease work strike from tomorrow after having a join meeting tomorrow, says a source.
