CBI submits charge sheets against two policemen

Pothashang News Service: Imphal, August 27, 2018: Charge sheets against two state police personnel were submitted today by the special investigation team of CBI, Imphal in connection with the alleged fake encounter case, killing one individual at Naoremthong Khullen Leikai on the wee hour of June 28, 2011.

The two police personnel are inspector, Sagopam Ibotombi, 36, son of late S. Dono Singh of Ningthembam Mayai Leikai, Jiribam and rifleman, Ajay Prakash, 34, son of Hemnath Thakur of 1st MR Bapupara.

The charge sheets were submitted against the two individuals following the order of the Supreme Court order dated July 14 while taking over the investigation of FIR of Lamphel PS, in connection with the fake encounter case Laishram Lincoln alias Nicolson son of L. Modhu Singh of Kakwa, Naorem Leikai.

The charge sheet mentioned that, the police FIR alleged the team of police commando led by the then sub-inspector, S. Ibotombi shot down suspected UG carder, Lincoln during exchanges of fire that lasted for around eight minutes on the wee hours of June 28, 2011.

The commando team reportedly recovered one 9mm pistol with nine lives rounds and two numbers of Chinese hand grenades from the deceased body.

It also mentioned that during investigation the rest of the police personnel except SI. Ibotombi found knowing the information of presence of PLA cadres at the said spot and SI, Ibotombi instead of nabbing the said UG in day time, he chose to kill him in the night for the reason best known to him.

The charge sheet also stated that during investigation it is also found that excessive forces have been used by SI. Ibotombi and Constable Ajay Prakash as deceased was found 20 injuries of entry and exit wounds on his body and there was capable of the commando team to overpower the deceased and immobilise him instead of killing him instantly.

It further stated that there was no sufficient evidences to establish that the weapons and explosive recovered from deceased were handled by the deceased.

“The reconstruction report of Central Forensic Science Laboratory reveals that the distance and direction of the fire explained by the involved police commandos during the reconstruction of the scene of the crime, was not found consistent with the bullet entry and exit wounds mentioned by the doctor in the post-mortem report and it was found that all the injuries were due to bullet fired from the front side,” it mentioned.

As per the report the cause of death of Lincoln was due to haemorrhages and shock resulting from multiple firearm injuries to the body which was homicidal in nature, added the charge sheet.
