Goods laden Manipur bound trucks which were detained by Nagaland Police at Khuzama in Nagaland since July 28, 2017 have been released and the trucks have already crossed Senapati today noon with the intervention of State DGP, Deputy Chief Minister Shri Y. Joykumar informed the House today.
Replying to a Calling Attention motion moved by MLA Kh. Joykisan regarding the reported detention of Manipur bound goods laden truck by Nagaland Police, Deputy Chief Minister Shri Y. Joykumar said, as per information available with the Government, trucks bearing registration numbers MN03T-0978, MN03T-1164 and MN03T-1170 were detained at Khuzama in Nagaland. Taking cognizance of the matter, the State DGP was asked to contact his Nagaland counterpart and sort out the matter.
The Nagaland DGP had reportedly informed that the trucks were detained due to ‘lack of documents like insurance papers and road permit.’ The vehicles are said to be owned by one Md. Ujar Alam s/o Oli Mohammad of Phulbari Village, Motihari, Bihar and at present staying at Thangal Bazaar. When verified, the road permit of the truck MN03T-1170 was found to have been expired while the two others are without insurance documents. The same was also confirmed from the vehicles’ owner too, the Dy CM said. The vehicles were reportedly carrying iron rod.
Shri Y. Joykumar further said that as per GST Act, goods carriers are supposed to take an invoice with them since the GST regime came into force from July 1. As per decision taken in the GST Council, taxation check posts are also to be abolished. Accordingly, taxation check posts in the State have been abolished. Likewise, routine checking of goods carriers should be stopped. However, a provision is inserted in the GST provision authorising flying squads to conduct random check of vehicles in case specific information is received.
When the State DGP asked his Nagaland counterpart whether the vehicles are checked and detained as per the provision of the GST Act, the Nagaland DGP reportedly replied in the negative. He was reported to have said that the vehicles were detained due to lack of vehicles documents, Shri Y. Joykumar said.
The State DGP was reportedly told that the vehicle without road permit (MN03T-1170) was released first. The two others were freed after the intervention of the State DGP. The two vehicles have already crossed Senapati by noon today. However, it is yet to be confirmed whether they have reached Imphal, the Dy CM said while adding that Taxation Dept officials have already been instructed to confirm from the vehicles whether they are in possession of the required documents/invoice of the goods they are transporting or not.
The Dy CM, who is also in-charge of Finance, said that he would raise the matter in the ensuing GST Council slated to be held on August 5.
