2265 NHM staff demands regularisation; caution launch indefinite cease work strike

Imphal, September 19: Continuing its agitation demanding regularisation of their respective posts the National Health Mission, NHM employees today staged a protest rally at Lamphel, Imphal West wearing black badges.

Putting up questions on the reason of not providing regular posts to 2265 non regular staff the sit-in protest rally was continued today.

The protesting employees said, since the year 2006, we, all the NHM staffs are contributing in health care delivery system across the State. Then there have been many improvements in terms of Immunization, Institutional delivery, functionality of Health centres etc. According to Times of India news dated September 9, 2017 , Manipur’s IMR stands at nine deaths per thousand live births, whereas that of national is 43 deaths per thousand births . Neighboring Assam, state has figured at 62. So far Manipur begged’ award for lowest IMR for three consecutive years. We, the NHM staffs have contributed enough in achieving all these but all the 2265 staffs are nowhere. We don’t have any concrete HR Policy, not a dedicated director, no Employee Provident Fund and our parent department that is Directorate of Health Services does count us as mission staffs only. There lies not- a single mechanism or policy for absorbing these staffs whenever any relevant vacancy comes up in health department.

Recently in April,2017 Arunachal Pradesh government has already regularized 231 ANMs, 217 SNs 7 Physiotherapist, 5 Pharmacist, 2 Refrigerators Mechanic, 35 Health Assistants and 56 drivers who are working in NHM Arunachal Pradesh. The process of regularization for Management Staffs is under process for them. The big question is -Why not for us? Complaind the protestors.

Contractual Staffs who are working under DRDA,SSA, RMSA, ITI, MSSRDA, etc are already regularized this year but not for a single NHM Staff. Regarding this we have already submitted memorandums to CM, Minister H& FW, Secretary H&FW, Mission Director, Parliamentary
Secretary, H&FW on July 28 and a reminder on August 21, 2017 but three has been no response from government. Why government is neglecting us? Are not we citizens of Manipur? If other staffs in flagship program can be regularised, why not us? Asked the protestors.

It is our first non violent agitation and will continue in all districts and will be followed by indefinite cease work strike if the need arises. We do not want to do such activities but we are compelled to do it.
