Final electoral roll stood at 19,15,243: Bono


Imphal, 30th April, 2018 (DIPR) : With the prior approval of Election Commission, the Final Electoral Rolls  was published on 12.01.2018. The Total voters in Manipur as per the Final Electoral Roll stood at 19,15,243 said, Shri K. Bono Singh, Joint Chief Electoral Officer (Jt. CEO) while addressing the press conference organized by DIPR in the Series of Press Conference of Head of Departments for highlighting the developmental activities and achievements of the govt. at DIPR complex, Moirangkhom today.

He said that out the 19,15,243 voters, no. of male electors are 9,32,791 and female electors are 9,82,452 and the no. of newly registered electors are 21,500. Special drive for unregistered electors giving focus on registration of young electors between the age group of 18-21 years were successfully carried out in the State between 1st July, 2017 to 31st July, 2017. During the Special drive 9,582 were registered as new electors. Special drive through house to house visit by the Booth Level Officers were carried out between 4th October to 15th December, 2017. During these, 26,572 electors were newly registered.

ERO-Net is a web based system which also provides quality services with regard to status of the application submitted by the citizens/users. It is a complete and full proof network of all officials at the election machinery from the Election Commission of India to Chief Electoral Officer, District Election Officers and Electoral Registration Officers all over the country for close monitoring of the enrollment process as per the schedule announced by the ECI. As of now, 39 EROs of the State are connected through ERO Net software for processing all the forms at National Level Database UNPER (Unified National Photo Electoral Roll Data) for more transparencies & responsibilities.

The Commission also launched BLP Net Mobile App during the Special Summary Revision, 2018 and taken up in 5 (five) Assembly Constituencies as a Pilot Project. The ACs were Khundrakpam, Heingang, Thangmeiband, Uripok and Kakching. The main objectives includes, Maximization of registration, improving fidelity of ER, Identifying Future voters to focus voter education under SVEEP, obtanining information on Polling stations and obtaining family details, contact details & GIS coordination to provide better financial services, the Jt. CEO added.

Election Department conducts Special Summary Revision of Photo Electoral Roll  with 1st January, 2018  as the qualifying date. The draft publication of Electoral Roll  was 04.10.2017 and Final Publication of Electoral Rolls was on 12.01.2018.

The department prepares electoral rolls of the 60 Assembly Segments, prepare and issue of Electors Photo Identity Cards, conduct Election to the House of the People and State Legislative Assemblies as well as the Presidential and Vice-Presidential Elections.

Voter Verifiable Paper Audit Trail (VVPAT) was introduced in the Assembly Constituencies of Khurai, Uripok, Singjamei, Yaiskul, Nambol and Thoubal covering 239 Polling stations during the last 11th Manipur State Legislative Assembly Election, 2017.

As instructed by the Election Commission of India towards mainstreaming of Electoral Literacy in educational institutions and government departments, Electoral Literacy Clubs (ELCs), Voter Awareness Forums (VAF) and Chunav Pathshala have been constituted.

Under National Grievances service, Call center with dedicated telephone line of a toll free number – 1950 was opened in CEO’s office and 11 (eleven) National Grievances Cells were opened in the Districts to receive complaints lodged by the public regarding Electoral Roll Revision and elected related matters.

The 8th National Voters’ Day was celebrated on 25th January, 2018 across the country at State, District, Sub-Divisional and Polling station/Booth level with full galore and enthusiasm with the theme “Accessible Election”. During the function, the then Chief Secretary launched the first Electoral Literacy Clubs (ELCs) in the State. It is a matter of pride that the then, Chief Electoral Officer, Manipur Shri Vivek Kumar Dewangan, IAS and the then, SP Imphal East Shri K. Kabib, IPS won the National Award for Best Electoral Practices on SVEEP and for Security management during the 11th Manipur State Legislative Assembly Election, 2017 respectively. Both of them received the awards during 8th National Voters’ Day function held at New Delhi from the President of India.

The Press conference was also attended by Assistant CEO’s Shri N. Angangjao Singh, Maibam Birendra Singh and Data base administrator Sujata Devi.
