CM denied MLA Joykishan’s allegations as baseless

Pothashang News Service: Imphal, 5 April, 2019: Chief Minister N. Biren Singh denied allegations made by Manipur Pradesh Congress Committee (MPSS) Spokesperson and MLA Shri. Kh. Joykisan’s that CM took bribe to clear bills for one Mr. James Gangte is baseless and unverified a press statement said.
The press statement issued by Personal Secretary of Chief Minister said that in a press conference held on 02/04/2019, Shri Kh. Joykisan Singh, made allegations that one Shri James Gangte gave a sum of RS. 12,90,000/- to a relative of Chief Minister Shri N. Biren Singh for clearing bills worth Rs. 68,00,000/-.
His allegation is on the basis of a letter submitted by the said Shri James Gangte to Chief Minister, Shri N. Biren Singh and Shri N. Rajendro Singh, ex-President, ICHAM. In the letter, it is alleged that RS.12,90,000/- was paid to Shri N. Biren Singh through Shri N. Rajendro Singh for early payment of bills of contract works of Khuga Multi-Purpose Project in the period between 2006-2011.
The statement further said that Hon’ble Chief Minister was not aware of such alleged payments to Shri N. Rajendro Singh; so clarifications were sought from Shri N. Rajendro Singh regarding the allegations mentioned in the letter. Shri N. Rajendro Singh has denied that any payment was received from Shri James Gangte and that the said Shri James Gangte was untraceable when attempts were made to locate him to clear the allegations raised in the letter. He has informed that the allegations in the letter are devoid of facts and merit and are therefore baseless.
Therefore, the statement added that such criticism of Shri N. Biren Singh is therefore based on false and unverified allegations.
Regarding another allegation against Chief Minister by Shri Kh. Joykishan Singh for misused of public money to the tune of Rs. 30.00 lakhs for construction of accommodation facilities including electrification for Chief Minister’s security at his private residence located at Luwangsangbam.
The statement clarified that the category of the security provided to Shri N. Biren Singh, Chief Minister of Manipur is Z Plus. Shri N. Biren Singh took charge as Chief Minister of Manipur on 3rd March, 2017 and after taking charge as Chief Minister, he could not take up accommodation in the official residence of Chief Minister at Babupara immediately as the same was occupied by the former Chief Minister of Manipur, Shri O. lbobi Singh. Shri N. Biren Singh shifted to the official Bungalow at Babupara only on 29th April 2017.
During the said period Shri N. Biren Singh performed his official duties and responsibilities as Chief Minister of Manipur from his private residence at Luwangsangbam. Chief Minister was provided Z Plus security at his private residence, which required 24 hour security presence at the residence, accommodation facilities, including electrification were therefore taken up for the security personnel at his private residence so that he could discharge his duties and responsibilities as Chief Minister of Manipur.
In view of the above facts, the allegation made by Shri Kh. Joykishan Singh on the said issue is therefore unfounded and ill-motivated for political gains in the backdrop of ensuing Parliamentary Elections, the statement said.
