JCILPS demands guidelines on ILPS

Pothashang News Service: Imphal, December 17, 2019: Joint Committee on Inner Line Permit System (JCILPS) has urged the Manipur government to form immediate guidelines on inner line permit system (ILPS).
It urged to first define the native people of Manipur and differentiate from migrants before begening to issue permit to migrants.
Speakingduring a press conference held at the head office of JCLIPS located at Segaroad Konjeng Hazari Leikai, Imphal this Tuesday,
Convenor of JCILPS, YK Dhiren told reporters here that without having proper guidelines implementation of ILPS could not bring positive result to the state.
It is reported that a representation regarding the modalities or guidelines for the effective implementation of the Bengal Eastern Frontier Regulations, 1873 in the state of Manipur has been submitted on Tuesday at chief minister, N Biren. ILPS was tabled in the Parliament while citizenship amendment bill was tabled. In order to make CAB into implementation ILPS was passed on Parliament, he added.
He said JCILPS welcome the implementation of year long demand of ILPS in Manipur. The permit system was tabled on the floor of upper house of Parliament on December 9 and President declared Manipur including some other north eastern states have implemented ILPS in an executive order on December 11, said Dhiren.
Manipur home department issued inner line permit to general secretary (Bharatiya JanataParty), Ram Madhav for a period of 7 days for the first time after the implementationof ILPS in Manipur.
Dhiren further said to make ILPS more effective, guidelines including base year, period and validity of the permit and under which criteria the permit is to be issued among others.
Mention may be made that Ram Madhav was given the permit system without forming guidelines on the permit system. In some states of north eastern region including Mizoram, Arunachal Pradesh and Nagaland ILPS has already implemented. “Will the ILPS implemented in Manipur be more effective than the ILPS implemented on other states of north eastern region to protect indigenous people of Manipur?” Dhiren asked.
The effectiveness of permit system depends on political power of the respective state government and JCILPS have strong trust that government of Manipur will not dishearten people’s demand on the implementation of ILPS, he added.
JCILPS urged the state government to form the guidelines immediately and JCILPS should be consulted for it. If the guidelines turn out to be against the interest of people various forms of agitation will be taken up Dhiren said.
