Tenth session of 11th Manipur Legislative Assembly commence with Governor’s address


Imphal, February 14, 2020 (DIPR): The 10th session of the Eleventh Manipur Legislative Assembly began today with the Governor’s Address. Governor Dr. Najma Heptulla in her address to the first session for the year 2020 highlighted departmental achievements and developments of the State Government.

In her address, the Governor focused on Law and Order and Justice, Finance and Planning, Tribal affairs, Minorities and SC & OBC Welfare, Food Security, Education, Power sector, Agriculture and allied activities and natural resources, Pisciculture and veterinary and animal husbandary, water resources and management, water supply, health care, connectivity, urban planning and development, rural development, social welfare, labour welfare employment generation and enterpreneuship, textiles commerce and industry, tourism, information technology and science and technology, sports, art and culture, Revenue etc.

Dr. Najma Heptulla said that Government has been continuously working for comprehensive welfare of the common people with their participation in the development of the State by fully realizing the potential while ensuring that the process is inclusive. The new decade brings with it renewed hopes to collectively fulfill the shared vision and destiny of the State. She is optimistic that the continued commitment and resolve of the people would further consolidate and accelerate the developmental gains of the past decade.

State Government is deeply committed to protecting the interest of the indigenous people in the State. The mindful of the long held popular demand of the people, the Inner Line Permit System is extended to Manipur and implemented, in a land mark decision. Government is launching online portal for issuing of Inner Line Permit and the people can apply and get the permit online.

On Law and Order and Justice Delivery, Government is committed to restore peace in the state and there has been a remarkable improvement in the security environment of the State. This has been possible due to the support of all sections of the people and various civil society organisations. With signing of Memorandum of Understanding with various Insurgent Groups, over six hundred and forty-four (644) cadres have joined mainstream.

During the current year about 18 kg of Heroin and around 68 lakhs of WY tablets were seized by security forces. More than three thousand (3000) acres of poppy cultivation was destroyed. Government is committed for the safety of women and children in the state. Government have opened women police stations in all the districts and made them functional.

Finance and Planning, Government is committed to enhancing State’s own resources and ensuring fiscal consolidation. Gross State Domestic Product (GSDP) at current prices for 2019-20 is estimated at Rupees thirty thousand one hundred and thirty-one crore (Rs. 30,131 crore), which is a growth of 16% over 2018-19. Gross State Domestic Product growth for next financial year is expected at 11% at current prices. The State’s Own Revenue collection has registered a year on year growth of 34.8% in 2017-18 and 33.7% in 2018-19. For 2019-20 and 2020-21, we expect to achieve the set targets. Government has made efforts, as a result, tax to Gross State Domestic Product (GSDP) ratio has improved significantly from 2.7% in 2016-17 to 3.91% in 2018-19, with an estimate of over 4% for 2019-20.

Food Security, under the National Food Security Act, twenty-four lakhs thirty-one thousand four hundred and forty-eight (24,31,448) beneficiaries have been registered and fully digitized in the public portal. To further strengthen Public Distribution System, Government of India has agreed to consider grant in aid for construction of two godowns at Sangaiprou. In order to build up additional storage capacity Government has submitted proposals for construction of State Godowns at Kakching, Senapati, Noney and Ukhrul Districts.

Government has successfully implemented Pradhan Mantri Ujjwala Yojana and has provided LPG connections to one lakh fifty-five thousand two hundred and forty-six (1,55,246) families and most of these connections were distributed during Go-To-Village Programme.

In Education, Government is committed for overall improvement of the standard of education in the state. With a vision to bring qualitative reforms in the system, government has started ‘School Fagathansi Mission’, and there has been a marked increase in student enrolment after start of this mission. The aim of the mission is the holistic quantitative and qualitative improvement of at least one High or Higher Secondary Government schools in every Assembly Constituency.

In order to develop overall character and behaviour of students, Government has introduced ‘No School Bag Day’ on every Saturday and promoted extra-curricular activities for children in class 1 to 8. This has not only reduced the weight load on children but also made learning more enjoyable. The overall pass percentage of Class 10 students reached an all-time high of 74.69% since attainment of statehood in 1972.

Governor also expressed her happiness that Government is providing 100% free scholarship to one hundred and fifty (150) civil service aspirants for taking up coaching for civil services recruitment examinations.

Under Power Sector, the State has made giant strides in power transmission and sub-transmission with the commissioning of 400 KV Silchar-Imphal transmission line. This will ensure 24×7 quality and reliable power supply to all. New transmission projects are being taken up in the remotest areas to provide access to grid power.

The State also constructed 132 KV S/C line on D/C towers from Kakching to Churachandpur and completed re-conductoring and operationalization of the Imphal (PG) – Imphal (State) 132 KV line with High Temperature Low Sag (HTLS) conductors under North Eastern Region System Strengthening (NERSS) Scheme, doubling the transmission capacity of the line.

At present, 31 new 33/11 KV sub-stations and 2 new 132/33 KV sub-stations under various funding agencies are also being implemented. The 400/132 KV sub-station at Thoubal is completed and the associated 400 KV D/C line is also nearing completion. Both the 400 KV sub-station and line are targeted to be commissioned soon.

In Agriculture & Allied Activities and Natural Resources, Governor said she is delighted to inform this august house that Manipur was conferred the Krishi Karman Award for highest foodgrain production in 2017-18 under Category-III. In addition two of our progressive farmers were awarded Krishi Karman Award for highest production of rice and pulses.

Water Resources and Management, Out of eight Major & Medium Irrigation Projects under Water Resources, five have been completed and three are partially completed. The existing Loktak Lift Irrigation, which is underutilised will be developed under Extension Renovation and Modernisation (ERM) programme to restore irrigation potential of forty thousand (40,000) hectare at a revised cost of Rs. 139 crore. Under Dam Rehabilitation and Improvement Project (DRIP-II), Singda Multipurpose Project and Imphal Barrage Project will be renovated with a cost of Rs. 86 crore and Rs. 119 crore respectively.

For improving the water supply in Imphal area, “Integrated Water Supply for Imphal Planning Area” is taken up at cost of Rupees one thousand two hundred and fifty-six crore (Rs.1256 crore) and this will be implemented in phases. The Phase-I of the project at a cost of Rs. 90 crore was taken up under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and 9 water treatment plants will be completed by March 2020. Under Phase-II the pipeline network is replaced under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme at cost of Rs. 176 crore. Prepaid water meters will be installed by March 2020. Phase-III of the project at an estimated cost of Rupees nine hundred and ninety crore (Rs. 990 crore) is being taken up under Externally Aided Project through New Development Bank.

In Healthcare, Governor said she is happy to inform that Manipur got first rank in Good Governance Index in Public Health among North East and Hill States. Manipur was also awarded for good and best practices followed for Delivering of Home based Palliative Care by Health & Wellness Centres and 30+ Population Based Screening for Cervical Cancer.

Under “Chief Minister-gi Hakshelgi Tengbang” (CMHT), Government has been supporting free hospitalisation for up to Rs. 2 lakh per family per year and till date 6.8 lakh individual beneficiaries had been enrolled under CMHT and twenty-two thousand six hundred and eighty-four (22,684) beneficiaries have been assisted with free hospitalization worth about Rs. 30.00 crore. Already 24 hospitals within the State and one hospital in Guwahati have been empanelled under the scheme.
Under Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana, till date, 2.10 lakh beneficiaries have been enrolled and eleven thousand three hundred and sixty (11,360) beneficiaries have enjoyed free hospitalization worth about Rs. 19.00 crore. So far, 24 local hospitals have been empanelled under the scheme.

Connectivity, the Manipur Heli Service under the MHA Subsidy Scheme was re-launched. Five locations in the State namely, Tamenglong, Jiribam, Moreh, Thanlon and Parbung have been identified for introduction of Heli Service under the UDAN Scheme. Scheme for development of Heliports at these five locations with an estimated cost of Rs. 39.82 crore have also been approved which will be entirely financed by Ministry as grant to the State.

Improvement work of 420 roads is taken up with a budget provision of Rs. 107 crore. 7 road works sanctioned for Rs. 61 crore during 2017-18 under Central Road Fund (CRF) are in good progress.

Rural Development. Governor said she is happy to inform the house that the State Institute of Rural Development has won the Best Performing State Institute of Rural Development (SIRD) award in the North-east. Waiton and Phayeng Gram Panchayats were honoured with Deen Dayal Upadhyay Panchayat Sashaktikaran Puraskar, 2019 along with Imphal West Zilla Parishad for their good performance. Waiton Gram Panchayat also received the Nanaji Deshmukh Rashtriya Gram Sabha Puraskar, 2019 and Thongju Part-II Gram Panchayat was awarded with child-friendly Gram Panchayat Award, 2019. Manipur was also awarded the 1st Rank for “Best overall performance amongst small States in India” under Deen Dayal Upadhyaya Grameen Kaushalya Yojna.

“Mahatma Gandhi National Rural Employment Generation Scheme” has benefitted 5.69 lakh families till January 2020 and till date 160.73 lakh person days are generated providing employment to rural poor during the current financial year.

Later, in continuation of the session, MLA Shri P. Saratchandra moved the motion of thanks to the Governor’s address which was seconded by MLA Shri Awangbow Newmai. The Governor’s address will be discuss in the floor of the Assembly on February 17, 2020.
