Lockdown will be implemented strictly: chief secretary

Imphal: To contain and control the spread of Covid-19 pandemic in Manipur  lockdown will be implemented strictly in letter and spirit, said chief secretary Dr. J. Suresh Babu on Thursday.

Talking to reporters held at old secretariat, here Babu said the government has imposed lockdown in the state as per the instructions of ministry of home affairs on March  25.

From time to time orders’ related to extension of lockdown and it’s relaxations were issued. Though the state of Manipur is declared Green Zone, keeping in view the gradual rise of Covid-19 cases in  other northeast states and stranded people from various parts of the country returning back home in the state, the State Cabinet decided to impose lockdown with limited relaxations, he said.

The chief minister and the Cabinet ministers are reviewing the situation from time to time. A state consultative committee is established with ministers, MLAs’, prominent citizens and officials under the chairmanship of chief minister. The state task force under the chairmanship of chief secretary is meeting daily to take stock of the situation and plan a strategy for the next day and district level committees are meeting to implement the decisions taken by  the state task force, he added.

The state home department, health department, transport department and all departments dealing with essential services are working relentlessly for the last two months. Two positive cases were successfully treated by our medical teams and all other agencies have succeeded in containing the spread of disease from these two cases, he added.

A team of senior officers led by chief secretary visited Jiribam on Thursday to assess the requirement of construction of temporary Pandal (Mandap), temporary toilets, screening area, parking for the 40 odd buses to ferry passengers, segregation area etc.

Babu said the state government is committed to bring people back safely to their home. Stranded persons who would like to come by special trains will have to register themselves in official website www.tengbang.in to facilitate organising trains and working out logistics. The first train to ferry stranded passengers from Bangalore may start from Saturday or Sunday with 1200 people, he added.

He said two Covid-19 treatment blocks are established at Jawaharlal Nehru Institute of Medical Sciences and Regional Institute of Medical Sciences with total bed capacity of 100 including 20 for ICU. Isolation wards are also established in each district hospitals and at Moreh in addition to establishment of Flu Clinics in all these places.

Each district is provided with 40 surveillance teams and Rapid Response Team, he added.

The state government has ensured regular supply of all essential commodities and on an average more than 250 trucks are coming from outside the state to meet the necessary requirements, he said.

The chief secretary is coordinating with his counterparts of other states to ensure smooth movement of trucks. The lifting of rice for the month of May has just started. In order to facilitate timely lifting the state government recently established a corpus fund of Rs 5 crore (as revolving fund) with consumer affairs, food and public distribution department. Strict monitoring is put in place and the deputy commissioners are made responsible. There is sufficient quantity of rice, he added.
