Congress MLA demands Speaker’s removal


Imphal: Congress MLA K. Meghachandra Singh of Manipur Legislative Assembly has served notice to the secretary of the state Assembly to remove Speaker Y. Khemchand as per the provision under 307 (1) of The Rules of Procedure and Conduct of Business in Manipur Legislative Assembly.

The demand notice was supported by former chief minister O. Ibobi Singh and deputy chief minister Y. Joykumar with eight others.

This motion for removal of the Speaker of the Manipur Legislative Assembly is necessitated for the reason that the Speaker has conducted himself in a manner unbecoming of the position held by him and his actions are not only unconstitutional but also illegal, it said.

The next date for proceedings on the decision of the Speaker regarding the disqualification of seven members of the Legislative Assembly belonging to the Congress Party was to be taken on June 22 as fixed by the Speaker himself. However, by his communication released in the social media to the members of the Manipur Legislative Assembly at 11:00 pm on Wednesday the decision regarding the disqualification of the seven members is preponed, without reasonable cause or explanation. Thereby, the Speaker has conducted himself in an authoritarian manner which is opposed to the well established practice and procedure of the House rooted in democratic principles, it added.
