AYUSH doctors demand to book quarantine inmates for assaulting doctor

Imphal: All Manipur AYUSH Doctors Association (AMADA) has demanded the state authority to book inmates of community quarantine centre opened at Don Bosco School who allegedly involved in assaulting a medical officer, Dr Ruby Panmei on June 16.

Strongly condemning the assault AMADA in a press statement released on Saturday said AMADA strongly condemns the physical assault to Dr Rubi Panmei, medical officer who was posted at community quarantine centre opened at Don Bosco School, Tamenglong district.

Involved persons in this unwanted act should be booked at the earliest under the Epidemic Disease  (Amendment) Ordinance 2020 to the Epidemic Disease Act, 1897, AMADA demanded stating that necessary legal procedure should be started at the earliest.

“We AMADA fully support the decision which is taken by Indian Medical Associalion, Manipur branch,” it added.

The incident at the quarantine centre took place at around 4:30 pm of June 16. Dr Ruby Panmei and her team member arrived at Don Bosco School CQC at around 2:30 pm of the day for distribution of discharge slips to all the eligible inmates for discharge as per guidelines and SOPs of Covid-19.

Some male inmates started demanding to handover the discharge slip of one female inmate who had been transferred and shifted to Covid-19 treatment centre, Imphal the previous day while Dr Ruby Panmei was announcing the list of inmates to be discharged,  Dr Chambo Gonmei CMO/DMD, Tamenglong district said.

After completion of distribution of discharge slips for 125 inmates out of 127 in the list, a mob led by four male inmates started crossing the containment xone demarcation and demanded the discharge slip of the
said female inmate as appeared in the inmate list and the doctor explained that she had already been referred and shifted to Covid-19 treatment centre, Imphal the previous day and hence, her discharge slip cannot be given, he added.

He said inspite of the above explanation, two inmates out of the four inmates leading the mob started harassing and abusing the doctor verbally and physically with slang languages after crossing the containment zone
boundary. And all the four inmates leading the role in the mob attack grabbed her left hand and other parts of the body pulling her towards the inmates turning the situation into an ugly unforgiven scene leading to an act of committing crime against women during this hectic Covid-19 duty hours as frontliners exposing to the highest level of health risk.

The doctors, paramedical staff have submitted an ultimatum to take action against those culprits taking the main role in the assault by 2:00 pm of June 18, the CMO said.

All the medical staff are being exposed in the most infectious current Covid-19 during this active surveillance and preventive activities risking their lives for the welfare of humanity in this difficult situation in all respects. All the general public need to understand the situation and the service being rendered to them by all the frontliners, he added.

Dr Chambo had appealed the general public particularly the inmates who are undergoing quarantine either institutional or community or home to co-orporate to all the service providers and frontliners including district administration staff, medical staff, police and media persons PHED, electricity department and all the volunteers in bringing successful control of this current Covif-19 pandemic spread upto the community level.
