Night curfew till August 22 in Manipur

Imphal: Manipur government, lifting the Covid-19 curfew during day time with certain restrictions, has imposed night curfew from 6 pm to 5 am with effect from Sunday till August 22.

An order issued by the state home department said unavoidable customary and religious rituals can be performed in open sheds by restricting the number of invitees to twenty only. Micro containment zones shall be strictly monitored by dedicated police department teams and health department teams.

It said fresh cases of Covid-19 infections shall be isolated as soon as possible and brought to Covid Care centres and health department shall arrange mobile medical team for regular health checks.

Health department shall scale up vaccination, contact tracing and testing by providing additional manpower, mobility support and IEC-Advocacy, it added.

It advised the deputy commissioners to issue necessary orders and superintendents of police to take necessary action to implement the orders strictly.

High Court may issue orders in respect of Judicial Courts, it added.

The order listed various permitted activities.

For government offices, PSUs and other public utilities, all secretariat departments and Manipur government directorate offices and offices of the Government of India to start functioning with e-office and physical attendance of Group A officers and 33% of the remaining staff from August 9 by taking adequate precaution and strictly following Covid Appropriate Behaviour.

All employees and personal staff working in information and public relations, power, fire service, PHED, CAF and PD, home, health, relief and DM, forest, environment and climate change, finance and treasuries and police departments and district administrations to function normally.

It said Imphal airport shall remain open and movement of staff and passengers will continue to be permitted.

Offices of insurance companies with limited staff on Monday, Wednesday and Friday can open during10 am to 2:30 pm.

Postal services with limited staff on Monday, Wednesday and Friday can function from 10 am to 2:30 pm including delivery of medicines, medical equipment and posts. Limited number of officers and staff can function on the remaining days without public transaction, it added.

Banking services with limited staff on Monday, Wednesday and Friday can perform during 10 am to 2:30 pm for urgent government and non-government transactions. Limited number of officers and staff can function on the remaining days without public transaction.

ATM services including refilling of cash in ATMs are allowed, the government order said.

For health and welfare services, opening of all healthcare facilities, including animal healthcare, hospitals, clinics, nursing homes and movement of healthcare workers; opening of all pharmacies, including those selling veterinary medicines; opening of opticians outside Thangal Bazaar and Paona Bazaar from 10 an to 2 pm; movement of persons going for Covid-19 vaccination, Covid testing and medical emergencies; child protection services (orphanages, children homes, observation homes, etc); and home delivery services under ICDS/ICPS (supplementary nutrition for children, pregnant and lactating mothers) are allowed.

For agricultural and horticultural activities, all agricultural and horticultural activities; and opening of shops and establishments dealing with inputs like fertilizer, seeds, pesticides, mechanical tools, fish feed and animal feed are permitted.

For shops and establishments, opening of rice mills and bakeries subject to taking adequate precaution and strictly following Covid Appropriate Behaviour; opening of petrol pumps and LPG outlets and movement of staff of IOCL will continue to be permitted.

For opening of spare parts shops — one each out of three spare parts shops, three tyre shops and three battery shops of heavy vehicles in Thangal Bazaar is allowed to open 10 am to 2 pm on all days except Sunday. Roster in this regard to be prepared by the DC and SP/IW. Authorized dealers of spare parts, tyre and batteries of heavy vehicles located outside Thangal Bazaar may also be allowed to open from 10 am to 2 pm are allowed. This permission is subject to taking adequate precaution and strictly following Covid Appropriate Behaviour, the order said.

For opening of workshops – Vehicle workshops of goods trucks, petrol tankers, LPG bullets etc. may open from 9 am to 3 pm on all days taking adequate precaution and strictly following Covid Appropriate Behaviour.

Opening of stationery shops and authorized service centres of mobiles and personal computers from 10 am to 2 pm on Monday, Wednesday and Friday.

Opening of local vegetable vendors are allowed from 7 am to 10 am for purchase by the locals on Sunday, Wednesday and Friday.

The vegetable vendors should be seated at least six feet away from one another on spaces marked by district administration and should wear mask all the time.

Only one out of three grocery shops of the total shops or vendors in one location shall be allowed to open on rotational basis from 7 am to 10 am.

Shops selling fish, poultry and poultry products are allowed from 8 am to 11 am on Monday, Thursday and Saturday. Shops selling milk and fresh milk products are permitted every day from 6 am to 9 am.

Whole sale shops of grocery and food essentials located in Thangal Bazaar and Masjid Road will be allowed to open from 7am to 12 noon.

Schedule

Hotels for lodging will be allowed to remain open with minimum staff. Restaurants to remain closed.

Home delivery of various goods and services (food items, vegetables, groceries, medicines, etc) including e-commerce platforms are permitted

The government allows construction activities subject to onsite stay arrangements of workers for NREGA activities of RDPR, railway projects, NHIDCL projects, ADB projects, NDB projects of PHED, PMGSY of RDPR, National Sports University, Smart CitypProject of MAHUD and other important projects of the government.
