Imphal: Manipur chief minister N. Biren said Novel Covid-19 situation is unpredictable and it is difficult to assess the outcome.
Biren was replying to a Calling Attention Motion of MLA K. Meghachandra on the higher positivity rate of Covid-19 in the state in comparison to national positivity rate.
The global positivity rate is reported at 21.9 percent with 44,18,000 people reported death. In India, the total positivity rate reportedly surged to 3,23,58,218.
The death case report till now for the country is 4,33,622.
For Manipur, the death case reached 1,632 as on August 17,2021 with the total case of positive people at 1,09,843. The government is making continuous effort to fight the pandemic. All out efforts are made to provide medical equipments like oxygen cylinder, manpower among others as the second wave of Covid-19 is impacting the general public. The state government from the onset of the first wave of the pandemic till the present time period is continuously trying its best effort by increasing ICU beds, manpower at hospitals, medical equipments etc. Compared to other states, the positivity rate and death rate of Manipur needed to be precautious and the state is now witnessing a decline, Biren said.
He said during the peak period of the second wave of the pandemic, Delhi reported positivity rate at 35 percent, Maharashtra at 29 percent, Kerala at 28.9 percent, Mizoram at 35.3 percent, Meghalaya at 30.8 percent and Manipur at 23.9 percent. The positivity rate of Manipur is now reduced to 9.3% upto August 17.
The chief minister said number of Covid hospital has increased to nine, out of which five are run by private sector and one by NGO. With the cooperation of DRDO, 200- bedded is nearly on completion which will include ICU 50-bedded, 50-bedded with ventilators and is targeted to inaugurate after one week. There are 60 beds allocated for Covid at JNIMS and 30 beds for children. Among the eligible individuals for vaccination, around 60% percent have been vaccinated and the allegedly death cases of persons after Covid-19 vaccine administered will be laid down in detail on the next sitting of the ongoing session.
He said among the death cases due to Covid-19 some are comorbid patients. He also appealed to the people those persons who are facing Covid-19 symptoms to visit the nearest PHC doctor or inform the nearest hospital immediately for timely treatment. To fight the pandemic, the government has strengthened the health care sector by engaging 317 doctors, 595 nurses, 530 MTS, drivers. There are six oxygen plants in six districts, three inaugurated and three are going to be inaugurated soon. He appealed to the people to get vaccination for Covid free state.
Biren informed the House that the first phase of “The chief minister’s Covid-19 Affected Livelihood Support Scheme” which aims to provide direct transfer of Rs 5,000 in two equal instalments ( Rs 2,500 per instalment) to every identified family whose livelihood has been directly affected by Covid-19 will be started delivering on Saturday.
The state government has started discussing to provide ex-gratia to the family who have been affected by Covid-19.
The process to provide financial assistance with a sum of Rs 3,500 per month to the orphan due to the pandemic has completed. For auto drivers, van drivers and other daily wages workers a total of 25,000 beneficiaries were enrolled and for the first phase the transfer of money will be starting on Friday, Biren said.
