Will utilise all necessary resources to apprehend culprits of Heirok violence: Biren


Imphal: “The state government will utilise all necessary resources to apprehend all the culprits at the earliest,” Manipur chief minister N. Biren Singh said in connection with the pre-poll violence at Heirok in Thoubal district that killed a student and injured two others.

Biren said he met the bereaved family members of Ningthoujam Rohit and representatives from Heirok on Thursday.

“Rohit (the student) was just a college student who passed away untimely during the unfortunate incident at Heirok leaving two other persons injured. I convey my deepest condolence to the bereaved family and hope that such violence does not happen again,” Biren writes on his Facebook wall.

The incident took place on Tuesday around midnight Heirok part-2, Mayai leikai.

Rohit was a 3rd semester student at Thoubal College. A masked man shot him when he opened the door to find out what was happening when heard noises. His father Premchandra rushed towards his son’s side and he was shot down by the masked men.

Rohit died on the way to Raj Medicity and his father was in critical condition.

Before the father and son were shot, their neighbour Khundongbam Rakesh, 30, son of Shyam was also shot in the right arm by miscreants in front of Heirok Bazar at around 10.30 pm. It is said there were some incidents of stone pelting among some political workers in the Heirok Assembly Constituency earlier in the night.

Rakesh and Premchandra were being treated at Raj Medicity, a private hospital in Imphal.

The chief minister visited the hospital on Thursday and check up on the persons who got injured in the ‘unfortunate’ incident at Heirok. “There’ll be no tolerance for violence in our democracy. Praying for their speedy recovery,” he said.

Brother of the deceased, N. Roshan alleged that Thokchom Bishorjit alias Pruto who is the brother of Heirok MLA Th. Radheshyam is the main culprit however.

Pruto said he will accept any punishment given under law if he is found to be guilty else will take necessary step for trying to defame under law.

Advisor of the joint action committee form in connection with the incidennt, Moirangthem Rajmani Singh said the chief minister assured to book the alleged culprits within 2 days.

Necessary steps, with the support of various student bodies, will be launched if the government fails to fulfil the demands to book the culprits, he said.

After conducting autopsy a JNIMS the family members accept the body for last rite.

The committee advisor said people of Heirok are living in fear psychosis as pre-poll violence has been increased in the area.

The state Cabinet on Thursday discussed the frequent incidents of violence between workers of Congress and BJP in Heirok, which has now escalated to use of fire arms and led to loss of life. It discussed preventive measures that could be taken up to prevent recurrence of violence in the area. It directed the DGP to take up necessary strict measures to prevent from repeating of such crimes.

Thoubal district magistrate has imposed indefinite curfew in the whole area of Heirok village from 5 pm from Thursday.

There is an emergency and circumstances which do not permit the serving of notice upon the public in due time, and hence, this order is passed ex-parte under Section 144 CrPC of 1973 and is directed to the public in general, the magistrate said.
