House passes motion of thanks to Guv’s address

Imphal, July 25, 2022 (DIPR): Hon’ble Minister Dr. Sapam Ranjan moved the Motion of Thanks on the Governor’s Address during the Second Session of the 12th Manipur Legislative Assembly Session today. The Motion was seconded by Hon’ble Minister Th. Basanta Kumar Singh.
Dr. Sapam Ranjan said that the last two-three years have witnessed some unprecedented issues and challenges all over the world and that to provide growth in every sector, the State needed a pro-active and committed government.
He supported the Motion of Thanks to the Governor’s Address and observed that in his Address, the Governor had also highlighted the presence of a proactive and committed government. He further observed that the proactive efforts of the government to accelerate vaccination programme against COVID-19 is one of the key saviours in the fight against COVID pandemic.
He also mentioned that the government has ensured stock of ‘D’ type oxygen cylinders, PSA Oxygen Generation Plants, COVID Care Centres and also paid compensation to the Covid affected families under PM Garib Kalyan Package during second wave of the pandemic.
Under the National Food Security Act, Minister Dr. Ranjan asserted that the State has completed automation of all Fair Price Shops in the State and that 100 percent Aadhaar seeding of all ration cards in the State was achieved. In the wake of restrictions imposed by COVID-19 pandemic, web-based digital platform called Module Learning Management System was introduced in 45 Government and Government Aided Colleges of Manipur for teaching and learning interventions. He further stated that details of un-organized workers are being registered on e-SHRAM Portal for creation of a comprehensive National Database.
To motivate sports persons and honour Olympians of the State, the government has constructed ‘Manipur Olympian Park,’ which will stand as testimony to Manipur being the ‘Powerhouse of Sports’.
Minister Dr. Sapam Ranjan continued to support the Motion of Thanks to the Governor’s Address stating that the nomination of the first tribal, who is also a lady, as the President of India is testimonial to the commitment of the government towards minorities and backward classes.
Th. Basanta Kumar who seconded the Motion of Thanks to the Governor’s Address extended his appreciation to the Governor’s Address and said it lays down the excellent development works done by the government in various sectors under the leadership of the Chief Minister N. Biren Singh.
The current works being done alongwith some of the future works that have to be done are very well highlighted in the Address, he asserted. The various innovative and new schemes like CMHT, Go to Village, etc, have put Manipur in the forefront in the country particularly among the smaller states. The State has also been awarded by NITI Aayog recently due to the commendable works done by the State government, he added.
The Minister further supported the Motion of Thanks by commenting that the Governor’s Address truly reflected the focus of the government and development works undertaken by the government led by N. Biren Singh to ensure that fruits of development reach the remotest corners of the State and touches the lives of the poorest of the poor.
Making an observance during the discussion on the Motion of Thanks to the Governor’s Address, Minister Th. Biswajit Singh called on all Members of the House to support the government in working towards the welfare of the State as the Governor has also stated in the conclusion of his Address that the Government will continue to work for welfare and inclusive development of the State. He said that the Governor has also said that he looks forward to the whole-hearted support and commitment of all Hon’ble Members of the 12th Manipur Legislative Assembly.
The Minister also observed that the present Governor is a very proactive Governor and that he visits every nook and corner of the State and meets people to find out their desires and deprivation face by the people.
Opposition MLAs K. Ranjit Singh and Surjakumar Okram also joined in the discussion on the Motion of Thanks to the Governor’s Address.
Six Bills were introduced today in the 12th Manipur Assembly Session which began today. The six Bills include The Code of Criminal Procedure (Manipur Third Amendment) Bill, 2022 (Bill No.3 of 2022,), The Manipur Goods and Services Tax (Fifth Amendment) Bill, 2022 (Bill No.6 of 2022,), The Manipur Value Added Tax (Amendment) Bill, 2022 (Bill No. 8 of 2022), which were moved and introduced by Hon’ble Minister Th. Biswajit Singh on behalf of Hon’ble Chief Minister, who is out of the State.
Minister, RD&PR, Y. Khemchand Singh introduced the “The Manipur Panchayati Raj (Eighth Amendment) Bill, 2022 (Bill No.4 of 2022), Minister, Textiles, Commerce and Industries, Smt. Nemcha Kipgen introduced The Factories (Manipur Amendment) Bill, 2022 Bill No. 7 of 2022) and Minister, CAF&PD, L. Susindro Meitei introduced The Legal Metrology (Manipur First Amendment) Bill, 2022 (Bill No.9 of 2022).
