Second session of the 12th Manipur Legislative Assembly begins

Imphal, July 25, 2022 (DIPR): The second session of the 12th Manipur Legislative Assembly began today with Obituary References made on the demise of   Yengkhom Thambal Singh, former Member of the House from 37-Kakching Assembly Constituency and on the loss of lives due to landslides at Marangching, Noney in the intervening night of 29th and 30th June, 2022 and in Pherzawl on 7th July, 2022

Speaker of the House, Thokchom Satyabrata Singh moved a resolution in the House expressing that the House expresses its deep and profound sorrow on the demise of the former Member of the Manipur Legislative Assembly and for the loss of lives due to landslides. The 60-Member House also observed a 2 minute silence as a mark of respect for the departed souls.

Initiating the obituary reference in the House, Hon’ble Minister   Thongam Biswajit Singh said that   Yengkhom Thambal Singh was first elected as a Member of the Manipur Legislative Assembly in 1984 as an Independent candidate from Kakching Assembly Constituency.

He had taken active part in the Statehood demand agitation and during the Emergency period. He a socialist, a brave soul and was a follower of Ram Manohar Lohia. He worked not only for Kakching AC but for other areas as well, the Minister added.

The Minister also spoke on the Marangching landslide stating that altogether 79 individuals were victims of the unfortunate landslide, out of which 61 persons have been declared deceased, including 58, whose bodies have been retrieved and three others who are still missing. Another 18 individuals were rescued alive, the Minister added.

Biswajit stated that the Search and Rescue Operations were started immediately by Territorial Army, local villagers and District Administration. Further, the Hon’ble Chief Minister himself rushed to the spot and immediately put various government machineries including the SDRF and NDRF, Fire Brigade, Transport, Medical, etc., into the search and rescue operation, he added.

He further informed the House that the government has announced ex-gratia of Rs.5 lakhs each for the deceased and Rs. 50,000 each for the injured persons.

The Minister further expressed sorrow and shared the grief of the families and further prayed for the speedy recovery of the injured persons.

Biswajit also expressed sorrow over the landslide incident which occurred on 8^thJuly, 2022 at around 7 am at Saihum village, Henglep Sub-Division, Churachandpur District, in which two persons expired and 10 were injured.

He continued that the Hon’ble Chief Minister had handed over Rs 5 lakh each to the next of kin of the two deceased persons, Rs 12,700 each to those who were badly injured and Rs 4,300 each to others who were injured.

Hon’ble Minister   Awangbou Newmai, Senior Opposition member   Okram Ibobi Singh, Hon’ble MLA Kh. Joykisan, Hon’ble MLA M. Rameshwar also took part in the obituary references for the departed souls.

Hon’ble Minister   Th. Biswajit Singh also laid various papers including Finance Accounts (Volume I) 2022-21, Finance Accounts (Volume II) 2020-21, Accounts at a Glance, 2019-20, The Manipur Fiscal Responsibility and Budget Management (Fourth Amendment) Ordinance, 2022 (Manipur Ordinance No. 1 of 2022).

Hon’ble Minister   Th. Biswajit Singh also presented the Second Report of the Business Advisory Committee, 2022 and also moved the motion that the House agrees with the allocation of time proposed by the Committee. The Minister also presented the Demands for excess Grants for the year, 2017-18.

While presenting the Budget Estimates, 2022-23, Hon’ble Minister Th. Biswajit Singh also highlighted various priority sectors of the present government and said this government will ensure all round development of every section of the society in the State.

The House also adopted the Motion for Vote on Accounts, 2022-23.
