‘Over Rs 1.5 crore fund misused’


Imphal: Gram Panchayat of Toubul village, Bishnupur district has allegedly misused a total sum of Rs 1,55,57,563 issued for the development of the village since 2017 till date, Thokchom Ningthemani, member of Toubul RTI activist group said.

The RTI activist made the allegation addressing a group of reporters at Manipur Press Club, Majorkhul, here on Wednesday.

Ningthemani said as per RTI report, since 2017 the government has provided 33 developmental works for the village with a total amount of Rs 1,55,57,563.  Till date no developmental work has been taken up despite taking up some repairing and renovation works.

Instead of exercising developmental works, the village Gram Panchayat has been taking some repairing and renovation works in order to get approval for sanctioning the amounts, he added.

The Pradhan of the Gram Panchayat under his vested interest and to get his own benefits appointed one Thokchom Bira and Irungbam Mangi as co-opted member of the Gram Panchayat, he said. When he enquired CDO-Block Nambol through RTI, it responded that such post is not available under Indian Constitution, he added.

Ningthemani appealed the officials concerned to take necessary action against the Pradhan for violating the Indian Constitution.

Seeking information regarding the developmental works carried for the village since 2017 till date, CD-Block, Nambol provides only the list of only 28 works. He appealed the concerned authority to take necessary steps under RTI Act 2005.

“Misusing of a total amount of Rs 1,55,57,563 which was sanctioned for the development of Toubul village is a daylight corruption,” he said.

Moreover, BDO, CD Block, Nambol has not been able to provide proper document regarding the job card works carried under MGNREGA. The people of Toubul will consider such BDO as incompetent, he added.

He appealed the state government to look into the matter seriously and to take stringent action against corrupt persons.
