Chandel SDC, 4 others arrested for involvement in land record manipulation


Imphal: Manipur Police arrested sub-deputy collector (SDC), Chandel and four others arrested allegedly for involving in manipulating of land records.

Md Nasimuddin, 54, son of late Md Tolangou of Kyamgei Muslim Awang Leikai who is presently SDC Chandel was arrested in connection with a case reported on May 27 by SDO, Angom Shijalembi Chanu reported that the land record of 17-Chaobok Sheet No. IV has been found tempered/manipulated and pattas have been found fraudulently prepared without any authority in respect of various Dag Numbers Old Dag. To mention a Dag Nos. – No. 3078, New Dag No. 3131, 3566, 3614, Old Dag No. 3078, New Dag No. 3331etc… by Th. Nipamacha Singh (now retired Supervisor Kanungo (SK)) of Lilong Shantipur, Shah Daud Khan(under suspension LA SK) of Lilong Bazar Near Oil Pump, Md Allauddin Khan(Mandol) of Lilong Kaleikhong Makhong, and such other accomplice who have fabricated the official records in their favour.

The complainant requested to take up immediate necessary action against them.

ADGP (LO) Clay Khongsai said earlier before the arrest of Nasimuddin and during the course of investigation three persons — Md Allauddin, 55, son of late Md Ajid All of Lilong Turel Ahanbi Kaleikhong Makha; Md Shah Daud Khan, 50, son of late Md Inder Rahaman of Lilong Bazar near Oil Pump and Thiyam Nipamacha Singh, 65, son of late Th. Thambalangou Singh of Thiyam Konjil Maning Leikal were arrested in connection with the case.

They were thoroughly interrogated while they were in police custody. From the interrogation, it is come to light that the accused in collusion with some others staff have issued 35 fake pattas to private individuals and also had resulted to lose of around 19 acres of forest or state land. Village No.17-Chaobok Sheet No. 4 Pattas were fraudulently prepared by Md Nasimuddin, Mandal, who was the in charge of SK Irong Chesaba at that time vide mutation of a case dated January 17, 2020 presently posted at SDC, Chandel and Md Nasimuddim has been evading Police arrest, the senior police officer said.

Clay said in addition to above case registered at Thoubal Police station on a letter by DC, Thoubal regarding conversion of agricultural land to Ingkhol (residential) class without proper approval. In course of investigation a total of five accused persons have been arrested including then Supervisor Kanungo and Mandal of SDC, Office Lilong.

While checking land records both at the level of SDO Lilong and at the directorate of settlement discrepancies in the land record and mutation without any authorization. Fourteen land records have been entered as Ingkhol in computerized records were tampered blatantly by revenue official.

On examination, the arrested accused persons who are staff of the SDO office, stated that Md Nasimuddin, the then Circle Mandal of 16- Lilong involved in manipulation of land records played a very critical role in the criminal activities.

In addition the said Nasimuddin is also involved in the case registered at Lamphel police station, Clay said.
