Manipur Cabinet approves to establish state population commission, strengthen ILP system

Imphal: Manipur State Cabinet on Thursday approved to establish Manipur State Population Commission as an ordinance and decided that no government benefits will be provided to a family that has more than four children.
Information and public relations minister, S Ranjan, told reporters here that the Cabinet meeting was held at the chief minister’s secretariat,, Imphal.
The meeting started at around 10 am and concluded at around 2 pm in which around 50 agendas were tabled.
Manipur Legislative Assembly had earlier unanimously adopted a private member resolution to establish the population commission of the state. MLA Kh. Joykisan had moved the issue on the Assembly floor over alleged infiltration of outsiders into the state. He claimed that there was a population growth of 153.3 percent in the hill districts of Manipur from 1971 to 2001. During 2001 to 2011 the population growth was increased to 250.0 percent.
Approval to strengthen ILP system (B)
The Cabinet meeting gave approval to various agendas tabled by different departments including to strengthen Inner Line Permit (ILP) system and recruitment of various posts in home and health department.
He said among the agendas, the Cabinet has approved to strengthen ILP, according which the non-locals will be made mandatory to show their Aadhar card and the mobile number linked with the Aadhaar card. Apart from deputy labour commissioner, concerned DCs of the district were also given the authority for issuing of ILP card.
It was also approved to take necessary legal action against the contractors who brought labours without a valid ILP card. The computerise system to provide ILP in order to check the status of the permit will be functioning soon.
Approval of forming a committee led by Excise department (B)
The meeting also approved to form a committee that will be lead by commissioner, state Excise department. In the committee, state Health department director, Social Welfare department director; head of department of Psychiatry, RIMS, Dr Lenin and other will be the members in order to form a new Manipur Excise Rule, the minister said.
Formation of high powered committee on Loktak boundary (b)
The cabinet meeting has approved to form a high powered committee regarding the demarcation of Loktak boundary. The committee will be led by CAF and PD minister L.Susindro and water resource minister Awangbow Newmai and fishery minister H. Dingo. DCs of Bishnupur and Imphal West, Bishnupur SP and LDA director will be the members of the committee.
The committee will monitor on illegal encroachers at Loktak lake and the committee will also handle the eviction process for illegal encroachers, he added.
Approval for recruitment (b)
The Cabinet also approved for recruitment of 1518 post for state home department which are 405 post for head constable (telecom), 808 male constable civil and 305 male followers. It also approved for recruitment of 200 doctors and 300 nurses where priority will be given who work as COVID frontline warriors and 1,000 post for primary teachers, the minister said.
There will be age relaxation for 3 years in the recruitments after considering the 2 years lost due to pandemic. It also approved for filling the vacant post of Churchandpur Medical college, he added.
