Plea to conduct ADC elections, hold ADC staff recruitment

Imphal: A forum of six Autonomous District Councils (ADCs)—“Ex ADC Members Forum Manipur” established on Thursday has demanded Manipur government to conduct ADC elections by November end and appealed to hold the process for recruitment of staff under ADC till the elections are conducted.

The forum was established to redress the issues ADCs and go ahead with the demands, at the ADC Bhavan in Imphal East.
The term of the last ADCs was dissolved on November 30, 2020 and it has been almost two years that the election to ADCs of Manipur have not been conducted.

Talking to reporters while announcing the forum, its advisor Yaronsho Ngalung, the former ADC chairman of Ukhrul, appealed to the state government for the conduction of ADCs election on or before November 30 to keep the local self government and democracy alive.

Regarding the reported recruitment of vacant posts under ADCs of Manipur, he said the forum is aware about the shortage of teaching and non-teaching staff under ADCs of Manipur. However as elections to ADCs have not been conducted, staff recruitment will not be fair before the elections, he said and appealed to the government to hold the recruitment process till the election is over.

The work proposals for 15th Finance Commission 2021-22 (tied and untied) grants of first installment have been submitted during the former caretaker chairmen of 6 ADCs to the TA and Hills department. It is unfortunate that there is report of new proposals being put up replacing the previous proposals submitted by the former caretaker chairmen, Yaronsho said.
He urged not to change and replace the proposals submitted during the former caretaker chairmen. He appealed to the government for releasing the 15th Finance Commission 2021-22 (tied and untied) grants to six ADCs at the earliest.
Regarding the plan to recruit teaching and non-teaching staff under ADCs, spokesperson of the forum N Wungreiyo said the creation of posts and appointment of employees should be done by the district council itself by taking due approval from the administrator as per the rule of law.

He urged the state government to abide by the rule of law while taking up any such recruitment process.
