BJP counters Congress allegation of huge scam in PMGSY road construction as false propaganda


Imphal: It seems tha Congress party in Manipur is trying to block centrally sponsored schemes by spreading false propaganda against the developmental works carried by the BJP led coalition government.

This was stated by BJP Manipur vice-president Ch. Chidananda Singh on Wednesday during a press conference.

Chidananda said in the last state general Assembly election, state Congress party had already witnessed that people of the state are no longer supporting the party. However, by spreading false propaganda, state Congress party is trying to obstruct the developmental works that has been taking up under centrally sponsored schemes, he alleged.

The Congress allegation

In rural areas of the state, different developmental works especially in road development are continuing in different stages. There are certain guidelines for Pradhan Mantri Gram Sadak Yojna (PMGSY) Schemes. If there is corruption or misused of funds while bringing developmental works under the schemes, concerned minister is taking immediate action. It is unfortunate for Congress party for alleging the BJP government with false propaganda regarding construction of roads and bridges under the scheme without having any knowledge of guidelines of the scheme, he added.

The Manipur Pradesh Congress Committee alleged that huge scam has been carried out in road construction under PMGSY. It said it has decided to invite all concerned authorities for a joint inspection visit at Galkapkot to Gam-hui Road in Churachandpur district, Noney to Nungnang and Tupul to Charoi Chagotlong.

The Manipur PCC spokesperson Ningombam Bupenda on Tuesday said after receiving a complaint from Gangte Tribe Council, the party members went to Galkap-kot-Gamhui under Thanlon sub-division of Churachandpur district on October 31. A huge scam of PMGSY was unearthed with the local people of Galkapkot, he added. On

Block of Noney district, wherein a huge scam of PMGSY was found again. It was reported on November 26 local media that chief engineer Pantishing Thaimei, additional chief engineer Rajen and a representative of contractors’ association, gave statements which tantamount to misleading the expose on the PMGSY scam, the Congress leader said.

Chidananda said Congress party is still in daze on difference between stage I and II of the work carried along Noney to Nungnang road and Tupul to Nungnang road of Tamenglong district under PMGSY scheme. He said the state congress party should try to clarify the confusion by consulting the concerned officials as it is not to be clarified by BJP.

If the Congress party or any individual wanted to know the guidelines or any related information regarding any work carried under PMGSY they the information are available at ‘Online Management, Monitoring and Accounting System (OMMAS)’ website, he added.

Construction of Noney to Nungnang road has been completed, in two different packages, the Congress Spokesperson said. Another new package named MN07241 was sanctioned worth Rs 792.15 lakh for 17.5 km on September 4, 2018. Out of total money, Rs 409.16 lakh was expended on August 3, 2019 by granting as a work under a different new package. In the recent Manipur Legislative Assembly, this new package was not mentioned when Manipur PCC president asked about the detailed report of PMGSY. For the construction of Tupul to Charoi Chagotlong road, another two new packages were found without completion of the project, Bupenda alleged.

Rural Engineering Department clarifies

Additional chief engineer, Rural Engineering Department (RED), Kh. Rajen clarified that there is no misuse of funds in road construction work carried under PMGSY as the funds are sanctioned in two different stages.

Rajen talking to reporters on Wednesday at conference hall of RED located at Secure office building, North AOC, Imphal, said he along with a team of administrative officials of the department including representatives of concerned contractors led by chief engineer, RED inspected the road along Tupul to Charoi Chagotlong and Noney to Nungnang of Tamenglong district. He said during the inspection they also found that the construction work continuing.

He said in PMGSY road construction the central government sanction the funds in two different stages which are stage I and stage II. In Stage I the central government under package 7123 and 7124 sanctioned amount for widening of roads. Whereas in Stage II the central government sanctioned amount under package 7241 for construction of roads including black topping.

Due to the climatic condition of the state the contractors are also facing various difficulties due to land slides and pandemic. As a result the construction of the road along the two stretches are still incomplete, he added.

As per the information written on the sign board of PMGSY road construction, the public are facing some misunderstanding. Despite shortage of staffs in RED, the officials are putting their efforts to complete the works under PMGSY with extended time period for the welfare of the people, he added.

If there is no disturbance the department is targeting to complete the road construction by March 30 next year, he added.
