Manipur RD&PR minister requests Speaker for action against MPCC

Imphal: Manipur Rural Development and Panchayati Raj minister Yumnam Khemchand has submitted a written request to the Speaker and to take necessary action against Manipur Pradesh Congress Committee (MPCC) president K. Meghachandra for ‘violating the sanctity of House’ by raising an issue which is under proceedings of Public Account Committee.

Khemchand told reporters on Tuesday at his office, here, that the matter for road construction work of Galkapkot to Gamhui of Thanlon block, Churachandpur under PMGSY has been put under Public Account Committee (PAC). He said any matter which is under proceeding at PAC cannot be discussed or raised until the particular issue is tabled on the floor of the House as per Rule number 14 and 18 of ‘Procedure of committee on Public Accounts Internal Working’ and rule 253 (2) and (3) of Rule of Procedure and Conduct of Business.

If any issue which is under proceedings of PAC is discussed or raised, it will be taken as ‘breach of privilege and contempt of committee’. Due to the reason he did not respond the allegation of president MPCC regarding misuse of funds for the road construction, he added.

He said MPCC president is also chairman of the PAC and there are many senior Congress leaders who have proper knowledge of PAC, if he discussed the matter with the senior Congress leaders then sanctity of the House could be remained intake.

In connection with the issue on November 4, PAC of Manipur Legislative Assembly request Rural Engineering department to provide information of some works of PMGSY Phase II and the department responded the same on November 21. Unfortunately, some of the documents regarding the matter was found uploaded on the official facebook page of Indian National Congress, Manipur on December 9, he added.

He said MPCC cannot defame the present Biren led government with false propagandas. The allegations made by the MPCC president regarding misuse of funds on PMGSY road constructions are baseless.

Khemchand said various necessary action had already been taken against those who are found corrupted in PMGSY works and MGNREGA works. He requested the state vigilance department to take necessary actions against those who are found corrupted.
