Absconded person who collects Rs 1 crore for security forces job arrested

Imphal: Manipur Police on Wednesday arrested a person on the charge of regulating fake appointment, fraud and cheating to unemployed youths by collecting over Rs 1 crore for job appointment in security forces.
The arrested person has been identified as one Changambam Manoranjan Khuman, 66, son of late Ch. Brajakishor Singh of Pishumthong Ningom Leirak, Imphal West presently staying at Porompat Thawanthaba Leikai, Imphal East.
Superintendent of police, Imphal West, Ksh. Shivakanta told reporters on Wednesday that he was arrested by the Lamphel police team.
He said, Manoranjan is the main accused of the case registered at Lamphel Police station. The brief fact of the case is that the accused person introduced himself as Internal Security Advisor of North East Region of the ministry of Home Affairs, by running an office in the name of Central Paramilitary Force (SSB-BSF) Battalion sub- appointment committee at Langol Housing Complex near Meitei Mandop. On the capacity of the said office the accused person informed the interested unemployed youths of Manipur that they have full capacity to give job/appointment of General Duty constable in SSB or BSF under the scheme of underground Surrender policy imposed by the central government specially for the unemployment youth of the state, Shivakanta added.
He said for the fake recruitment works, from October, 2013 till 2016, he collected huge sum of money ranging from Rs 1.5 lakh to 2 lakh per interested candidate. After collecting a huge amount of Rs1.08 crore, he deceived the common people and fled from Manipur in 2016 and settled in Delhi and Mizoram.
Shivakanta further said the said accused person had also been issued a Non Bailable Warrant by Chief Judicial Magistrate, Imphal West on June 6, 2017 and he has been absconding for a long time.
Manoranjan is also an accused in a case at Silchar Police station, Cachar district, Assam for extortion of money in Assam.
Shivakanta appealed to general public not to fall prey to such criminals who are extorting money from public in the name of providing employment, financial benefits, and others.
Manoranjan was also arrested earlier on 2007 as an active member of proscribed underground outfit KYKL, who was working as the chief advisor of the outfit’s New Operation Kangleipak. He joined the outfit in 2005 and it is also said that before joining the said outfit he used to work as the chief security advisor of former Nagaland chief minister SC Jamir.
